I have a ballast that says (on the socket part) its 660w, but there is a sticker that says "use 70w lamp". Is this just a caution sticker? Would a 400watt bulb work in this??

There is no socket on a ballast.....a ballast is simply a rectangular box.

If the lampholder (socket) says 70w, that's the temp for which it is rated. You can use higher wattage lamps if they fit, but it is a fire hazard.
